Dwayne Johnson's action-comedy and Rawson Marshall Thurber's directorial debut were announced on February 8, 2018. These announcements were part of a bidding war that saw major studios compete for the rights. Universal Pictures, Warner Bros. Pictures, and Sony Pictures were all considered. Beau Flynn would direct the film through Flynn Picture Company. Johnson, Dany Garcia, and Hiram Garcia would be producing it under their Seven Bucks Productions banner. Thurber's Bad Version Inc. would be executive producing. Wendy Jacobson was also involved in the production. On February 9, 2018, it was announced that Universal and Legendary had won the bidding war for the rights.

Johnson received at least $20 million the first time she was paid for this film. Later, it was discovered that Gal Gadot earned $20 million for her part in the movie. This made her the third-highest-paid actress worldwide in 2020.

Johnson confirmed Gadot's joining on June 11, 2018, Ryan Reynolds was also added on July 8, 2019. Ritu Arya, Chris Diamantopoulos, and Chris Diamantopoulos were both added on February 10, 2020.

Principal photography started in Atlanta, Georgia, on January 3, 2020. After Johnson finished production on Jumanji: The Next Level, the show was initially scheduled to begin in April 2019. Filming was postponed to start in 2020 after Johnson wrapped production on Jumanji: The Next Level. Due to the COVID-19 pandemic, a planned shoot in Italy was canceled. It was announced that production would be halted indefinitely as a result of the pandemic on March 14.

Filming resumed on September 14, 2020. Gadot, Reynolds, and their roles were completed by October. After production in Atlanta was complete, Reynolds and Gadot moved to Sardinia, Italy, for a week. Filming in Italy concluded on November 18. The film has the highest production budget in Netflix history, at $160 million. (Variety reported that it could reach $200 million).

Richard R. Hoover, the visual effects artist, was the overall supervisor of visual effects on the film.

Universal had initially planned to release the film on June 12, 2020. The release date was delayed by five months to November 13, 2020. Netflix took control on July 8, 2019, with an initial release date of 2021. In a letter and video sent to shareholders in April 2021 by Netflix, Ted Sarandos (co-chief executive officer and chief contents officer) confirmed that the film will premiere sometime in Q4 2021. It was announced that the film would be released on November 12, 2021, in July 2021.
