Development

Dwayne Johnson's action-comedy and Rawson Marshall Thurber's directorial debut were announced on February 8, 2018. These announcements were part of a bidding war that saw major studios compete for the rights. Universal Pictures, Warner Bros. Pictures, and Sony Pictures were all considered. Beau Flynn would direct the film through Flynn Picture Company. Johnson, Dany Garcia, and Hiram Garcia would be producing it under their Seven Bucks Productions banner. Thurber's Bad Version Inc. would be executive producing. Wendy Jacobson was also involved in the production. On February 9, 2018, it was announced that Universal and Legendary had won the bidding war for the rights.

Johnson received at least $20 million the first time she was paid for this film. Later, it was discovered that Gal Gadot earned $20 million for her part in the movie. This made her the third-highest-paid actress worldwide in 2020.

Johnson confirmed Gadot's joining on June 11, 2018, Ryan Reynolds was also added on July 8, 2019. Ritu Arya, Chris Diamantopoulos, and Chris Diamantopoulos were both added on February 10, 2020.
